Vote set on Lowe's, Meijer entryways

---- — DANVILLE — As more signage has gone up for Meijer and hiring has started, aldermen Tuesday night will consider a $509,009 contract with Duce Construction of Champaign to relocate one of Lowe’s entryways to line up with a new Meijer entryway from Vermilion Street.

The contract is for alignment work for the Lowe’s and Tractor Supply Co. entryways and demolition of the former Classy Critters building just south of Lowe’s.

The work is being paid by gas tax funds in addition to reimbursement from Meijer, Inc. of $276,206 for the base bid and $39,384 for additional alternative bid work.

The base bid improvements add a dedicated right turn lane for northbound Vermilion Street traffic into the Meijer and Tractor Supply entrance. This cost is being reimbursed by Meijer.

The removal of the structure, formerly Classy Critters, and site remediation and construction of a new commercial entrance at 3628 N. Vermilion St. is being paid for by the city.

The existing Lowe’s Vermilion Street entrance would be closed and relocated south to 3628 N. Vermilion St. New driveway pavement would be constructed to the existing Lowe’s parking lot so that the Meijer and Tractor Supply entrance aligns with the relocated Lowe’s entrance.

The alignment means a concrete barrier median would not be constructed on Vermilion Street.

The city purchased 3628 N. Vermilion St., and would provide easement to Lowe’s for their relocated access.

In other business, the council will consider:

n A special-use permit requested by James and Kelly J. Miller to allow a manufactured home to remain permanently at 22223 North 1525 East Road, north of the Danville Country Club, in the Rural Residential zoning district.

The Danville Area Planning and Zoning Commission recommended denying the petition.

According to Danville Urban Services Manager Chris Milliken, the council will consider approving the petition with the conditions: the permit is non-transferable and stays with the current owners and the permit expires five years from issuance.

Milliken said the zoning commission also had discussed conditions of one, three or five years, with each tied to specific tasks being completed by certain times.

He added that the petitioners didn’t have any plans and couldn’t give any indications when or how they might proceed.

Residents voiced concerns that the manufactured home would be allowed to remain there permanently.

The Millers applied for and received a special-use permit in March/April 2008 to place a manufactured home on the property while they worked to build a new permanent home on the property.

A condition was placed on that special-use permit that it would expire in five years, because the petitioner had indicated he would have the new permanent house built in that timeframe, according to Milliken.

Due to the economy, lack of finances and other personal, family issues, the new home construction has not been completed, Milliken said.

n Approving two alley vacation requests. One is for Watchfire Signs for an alley vacation adjacent to 1015 E. Maple St.

This will allow for vehicles parked at Watchfire to back up on what would no longer be a public street adjacent to the business, said Danville Urban Services Director David Schnelle.

The other alley vacation is for a north-south alley between North Logan Avenue and Kimber Street adjacent to 412 N. Sheridan St. for Presence Hospitals PRV.

n Approving a $53,369 engineering agreement with TREKK Design Group for analysis and a northwest pump station infiltration and inflow reduction plan. The city has determined the need to replace the pump station on the west side of Denmark Road. Funding is coming from the sanitary sewer fund.

n Approving a $160,734 contract with RLI Insurance Co. for fleet liability insurance for Danville Mass Transit.

n Approving a $25,000 agreement for professional engineering services for the H&L Landfill with Shaw Environmental, Inc.

The city plans to rehabilitate three H&L Landfill pump stations.

The Landfill Remediation Fund 301 was created as part of the consent decree between the city and Illinois Environmental Protection Agency to provide funding for purposes such as these.

The fund has $810,000 in it, according to city officials.

An engineering study and analysis of the landfill system will determine if there is enough data to indicate the landfill is not a threat to the environment.

“(The landfill) may not be a hazard to the environment anymore,” Schnelle said, adding that corporation counsel David Wesner and another professional have agreed there is vagueness with the consent decree. “That’s why we think it’s worthwhile.”

n Prohibiting parking at various points along North Vermilion Street, related to the Vermilion Street roadway improvements north of the downtown.

n Purchasing right-of-way for the Lincoln Park shared-use path project.

COMING UP The Danville City Council will meet at 6 p.m. Tuesday at the Robert E. Jones Municipal Building, 17 W. Main St.
