Hoopeston council goes after unpaid bills

HOOPESTON — City council members unanimously approved a resolution Tuesday allowing Mayor Bill Crusinberry to sign an intergovernmental agreement with the Illinois Office of the Comptroller to sign a Debt Recovery Program resolution with the state to collect unpaid debts.

Enacted by the General Assembly and signed into law by the governor in December 2011, the state created the Local Debt Recovery Program. LDRP offers local government a unique opportunity to marshal the resources of the Illinois Office of the Comptroller — at no fee to municipalities — to collect unpaid debt such as parking tickets, water and sewer bills, traffic fines, ordinance violations, other fines and fees, including revolving loan debts.

According to city attorney Andrew Mudd, this could include garnishment of wages and income tax returns.

"Most importantly, all funds collected will be set aside in a special fund so that they will not be subject to state payment delays," said Judy Baar Topinka, Illinois comptroller, in a release.

In other council business, members approved unanimously reimbursing Rod’s Home & Auto up to $4,500 following completion of facade work on the building, photos before and after and a lien waver to the city

Heard an update from Michael Streff of Foth Infrastructure & Environment, LLC, on the water treatment and storage tank project to the council. The project was awarded to Leander Construction Inc. of Canton, as the lowest bidder. On June 28, said Streff, a public comment for a referendum for a Bond ordinance would be conducted. Following the public comment, the bid would be submitted to the IEPA along with Crusinberry’s signature on the Notice of Intent to Award Contract and Bid Certificate form. He added there would probably no action from the IEPA until around July 16.

Council members unanimously approved Ribbe Trucking’s bid of $33,774.31 for the cemetery roadwork.

Learned Curt Ellis will try to have the Hoopeston web site up before June 24.

Learned Kelly Ferrell contacted Alderman Carl Ankenbrand the skate park group had four new skateboard donated to raffle and have bands willing to do a fundraising show for the skate park. Date to be announce at a later date.

Crusinberry reminded council members and audience that WCIA Our Town would be in Hoopeston from 4-6:30, Friday to highlight Hoopeston. Several activities to showcase Hoopeston would be available to the public including a patriotic golf cart parade, new, antique and classic cars and free hamburgers and hotdogs from 46 p.m.

Hoopeston City Council members will meet at 7 p.m. July 2 at City Hall, 301 W. Main St.
