Aldermen tonight will act on additional Danville High School campus work and medians proposed on North Vermilion Street north of the downtown area and on Logan Avenue.
City officials want to install additional sidewalks to improve pedestrian and Americans with Disabilities Act access to the Clock Tower entrance to the high school.
The monument area at Hazel and Clay streets needs to be removed from the work area to protect the boulder and bench. These items are eligible for costs under the Illinois Environmental Protection Agency grant received for the project, according to the resolution.
Of the $47,000 in additional work to be performed by Midwest Asphalt, $32,250 will be reimbursed by the grant.
The total cost of the contract now would be $1.03 million. The additional cost will be paid with Midtown Tax Increment Financing funds to be reimbursed at the rate of 75 percent from the IEPA grant.
Also tonight, city council members will consider approving a $179,808 contract with Big O Services of Tilton for concrete work, including curbs and gutters, pavement removal, entrance removals, ADA ramps, inlet adjustments, crosswalks and other miscellaneous work in advance of resurfacing Vermilion Street, north of the downtown area.
Aldermen also will consider approving a $54,075 contract with Big O Services for the construction of in-street medians between Harrison and Seminary streets on Vermilion Street.
The work is being paid out of the city’s Infrastructure Development and Improvement program.
Downtown Danville Inc. executive director Dana Schaumburg said the DDI board supports the project to increase beautification coming into the downtown area.
“It’s aesthetically pleasing …,” Schaumburg said.
She also adds vehicles speed through the area and the medians will “get traffic to slow down and pedestrians to safely cross.”
Ward 4 Alderwoman Sharon McMahon said with a laugh that she’d love to see the medians on Main Street to force pedestrians to use crosswalks.
In other business, the council will consider:
Amending the wage administration chart.
Approving a $462,946 contract with Cross Construction of Urbana for the 2013 overlay program.
Approving PRIDE Grows agreements with Presence United Samaritans Medical Center to landscape and maintain the median area to be installed on Logan Avenue in front of the hospital and with Lakeview College of Nursing to landscape and maintain the median that is to be built on Fairchild Street adjacent to the college.
City officials said the medians are to help address uncontrolled pedestrian crossings between the hospital parking areas and the hospital and high vehicular speeds on Logan and Fairchild.
The resolution says “crosswalk signs and striping and 20 mph zones have not channellized pedestrians or lowered vehicular speeds.”
The Logan Avenue median will have a pedestrian landing area at mid-block crossing near the emergency room entrance and an opening to allow access for northbound ambulances. The medians will be landscaped and have barrier fencing so pedestrians will be required to use designated crosswalks to cross Logan and Fairchild streets.
Presence and Lakeview will pay for furnishing and installing the landscape materials and pedestrian fencing. They also will perform maintenance — fertilizing, trimming, mulching, weeding and litter removal — of the medians for not less than three years.
Then there is the opportunity for renewal or new partners to help too, city officials said.
The city is paying for the median work as part of the Lincoln Park shared-use path project.
Authorizing a $3.1 million application for a capital improvement grant from the Illinois Department of Transportation for a new Danville Mass Transit bus transfer facility to replace the city’s current facility at North and Hazel streets. The grant application also seeks $1.1 million for six new buses.
Approving a lease agreement with Dan Pipkin Advertising Agency for the billboard on the side of the city-owned building at 248 W. Main St. Pipkin will pay $500 per month for the billboard space during a three-year period.
Vacating an alleyway between 1120 and 1122 N. Bowman Ave.
Purchasing an easement at 1001 Texas Ave. from Kelly Harvey for $500. The easement is needed for the Bart Street drainage improvement project.
Approving the prevailing wage rates for public works projects for 2013.
Danville City Council members will meet at 6 tonight in the Robert E. Jones Municipal Building, 17 W. Main St. The city council’s public works committee also will meet at 5:30 p.m., prior to the full city council meeting to discuss additional Danville High School campus work and North Vermilion Street work north of the downtown area.
