Another national retailer looking at mall

DANVILLE — Members of the city council’s Public Services Committee will consider approving a redevelopment agreement Tuesday night with T Danville Mall, LLC, owner of the Village Mall.

Mayor Scott Eisenhauer said the sales tax incentive agreement is for “a very well-known national retailer that is not in this market” and citizens have expressed interest in seeing the store locate here.

He said the city might be able to announce the store next week.

The store will fill a large anchor space in the mall, 50,000 square feet of space.

Large anchor space empty at the mall is the former Steve & Barry’s space on the back side of the mall. That store closed in 2008. The mall had tried to market the space for office space.

Eisenhauer said the agreement with the mall owners is a straight 50 percent sales tax rebate for five years.

The city would receive 50 percent of the sales tax generated from the store, while the mall would receive the other 50 percent of sales tax revenue generated by the store for the five-year period.

The agreement calls for a seven-year lease and there are clawback provisions in place, Eisenhauer said. The mall will be able to assist with redevelopment of the space and pass on rent reductions, he said.

The agreement calls for the store to be operational by March 2014, but Eisenhauer said store officials want to see the store open sooner.

Eisenhauer said having the large anchor space in the mall empty has been a detriment to bringing other businesses into the mall.

By filling the space, it is hoped more businesses will find the mall attractive to locate there too, he added.

In other business Tuesday, the committee will consider:

Approving an agreement for electrical aggregation supply and approving an electrical aggregation program plan of operations and governance.

Now that the referendum passed, state statute requires the city pass certain documents, Eisenhauer said.

There will be public meetings at 3 p.m. and 6 p.m. May 7 on the government electrical aggregation opt-out program at city hall.

Danville’s electrical rate will be bid out with a group of other communities all represented by consultant Good Energy also in May.

Discussing and possibly taking action on establishing an incentive package for employment separation for city employees.

City officials were still reviewing a survey of city employees interested in retiring and if it makes financial sense for the city.

One year of 100 percent health insurance costs or 50 percent health insurance costs for two years was being offered to employees to consider as a separation package for the city to save money in personnel costs.

Authorizing the sale of various equipment through city auction.
