Committee to act on Bowman agreement

DANVILLE — The city council’s Public Works Committee will consider an engineering agreement Tuesday for the Bowman Avenue reconstruction project.

The committee meets at 6 p.m. Tuesday at the Robert E. Jones Municipal Building, 17 W. Main St.

Aldermen will consider appropriating $500,000 in motor fuel tax funds for the project. The city requires material testing services for the project and the city will be required to match 20 percent of the construction cost of the project. The agreement for professional services is with ERI of Savoy.

The city has been purchasing easements and right-of-ways for Phase 2 of the Bowman Avenue improvement project. This section involves reconstruction of the roadway, storm sewer, sidewalk, shared-use path and curb and gutter work from Crestview to Winter avenues.

Urban Services Director David Schnelle said when construction documents are finalized, the earliest the project will be bid is around July.

The project is expected to cost $2.5 million. Danville Area Transportation Study funding of about $1.7 million will be earmarked during three years for the project, from 2014 to 2017. The remaining cost will be local funding.

In other business, committee members also will continue budget discussions.

Also Tuesday, the committee will consider authorizing a budget amendment in the housing loan fund budget.

The city has partnered with the Vermilion County Community Development Corp. on financing loans for different housing developments during the years when funds are available.

The CDC is assisting Townway Place, LLC with repairs to units that will house 11 percent of low- to moderate-income persons. This is the housing complex near Kmart.

The note is for $65,000 and the entire balance of the note shall be due and payable on Nov. 13, 2018, according to the city resolution.

A water line break caused damage at the city’s property at 2504 E. Main St. and the need to borrow funds from the housing loan fund is needed so the property can be repaired and ready for any prospective buyer.

Repairs are estimated at $6,688 and the cost of the furnace was $1,000.

The entire loan of $7,688 will be repaid as soon as funds are received from the sale of the property.

Funds are coming from the housing loan fund reserve.
