City council to vote on property agreement

DANVILLE — Aldermen will decide on agreements for a proposed law office and health insurance broker at Tuesday night’s city council meeting.

The city council’s Public Services Committee last month recommended approving a redevelopment agreement and purchasing property at 401 N. Vermilion St. for a law office.

Some aldermen, however, questioned the city costs involved with the project.

The property, the former service station at the northeast corner of Vermilion and Seminary streets across from the Danville Public Library, is owned by Harold L. Smith and would be purchased by the city for $55,000.

Once demolition activities are completed, the city will sell the project site to the developer, attorney Baku Patel, for $35,000.

Chris Milliken, planning and urban services manager with the city, said the city already has completed environmental assessments with grant money on the site and would receive a “No Further Remediation” letter from the Environmental Protection Agency.

No other clean-up costs are expected, Milliken said, but an issue could be the ground water.

The underground gas tanks would not be disturbed with the project, he said.

The law office would open within a year of acquisition of the site from the city, by fall of 2014.

The city also would pay more than $40,000 in sidewalk, curb, demolition work and tax reimbursements in the Midtown Tax Increment Financing District.

Developer construction costs are expected to be at least $230,000.

Construction jobs are estimated at 12, with office jobs estimated at five.

In other business, the council will consider:

(bullet) After closed session, a settlement agreement, sale of real estate and purchase of real estate.

(bullet) Purchasing right-of-way in the 3600 block of North Vermilion Street for $10 from Deborah Klein Investments for widening North Vermilion Street for a dedicated right turn lane at the existing Tractor Supply entrance as part of the Meijer project.

(bullet) Amending a resolution pertaining to the redevelopment agreement with McDonald’s. McDonald’s at Bowman and Main streets is opening at 10 am. Aug. 7.

(bullet) An agreement from Aug. 1, 2013, to Dec. 31, 2014, with insurance broker Old National Insurance at a cost not to exceed current brokerage fees of $100 per year, $15 per Medicare Advantage Plan member per month and commissions already negotiated in the dental, vision and life contracts up for renewal next year.

(bullet) City officials are looking to hire a broker to help with the Federal Patient Protection and Affordable Care Act because it will have an impact on health insurance provided to city employees and retirees.

(bullet) Replacing the main front sidewalk at the Public Safety Building, parking improvements at the PSB and additional masonry and caulking at the PSB.

The Danville City Council will meet at 6 p.m. Tuesday at the Robert E. Jones Municipal Building, 17 W. Main St.
