Mayor urges wait on electricity change

ROSSVILLE — Mayor Terry Prillaman recommended to the village board Monday night that they postpone any decision on purchasing electricity through Affiliated Power Purchasers International of Salisbury, Md., until later in the year.

Prillaman said that his preliminary estimates show a savings of only $1000 if the village purchased its electricity through APPI.

Prillaman cited recent news reports on Ameren’s intent to lower electric rates this summer as the main factor to delay a decision. According to Prillaman the board could revisit the matter later in the year.

In other action, trustees:

-- Approved a change to the golf cart ordinance that will require seat belts on the rear seat of any golf cart operated on village streets. The change will go into effect July 1.

-- Approved the following appointments: Mike Bray as Emergency Medical Agency coordinator; Karen Wall, village attor-ney; Chris Pearson, utility collector; William Shannon, chief of police; Randy Lusk, public works superintendent and building inspector; and Bridgett Ault, village treasurer.

-- Approved the zoning board recommendation to allow a special use permit for 205 Maple St. to operate a dog grooming business.

-- Voted to purchase paint for the outside of village-owned buildings at 114-118 E. Attica St. not to exceed $125. The Rossville Community Organization will pay an additional $125 towards the cost of the paint. The painting will be done by Trustee Richard Queen and other volunteers.

-- Agreed to allow the mayor to sign documents for applying for a U.S. Department of Agriculture Rural Development grant of $100,000 to replace sidewalks in the downtown. A proposal prepared by Trustee Nancy Null was accepted and the village was invited to submit a grant application.

-- Approved a resolution that would allow Illinois Municipal Retirement Fund participants to purchase their years of military service for the purpose of determining retirement qualifications.

-- Decided to participate in the National Incident Management System. NIMS is a program developed by the Federal Emergency Management Agency that coordinates how local governments will act in an emergency and what their duties are and what the chain of command will be. All village personnel are encouraged to take minimal NIMS training.

-- Approved a request by the Spears Dukes American Legion Ppost to solicit for donations for the fireworks display on July 4. Legion representatives will be at the stoplight from 10 a.m. to noon on June 13 and 20 seeking donations.

-- Learned that the village-owned buildings in the downtown will be advertised for sale again.
