Hand out tickets to leaf offenders

In the Nov. 9 Commercial-News, Danville Public Works Director Doug Ahrens was quoted as saying that it’s illegal to blow and rake leaves into the streets, which clog up the drainage systems.

However, if you look at many of our streets during the leaf season, you will notice that quite a few people, who apparently can’t be bothered to dispose of their leaves properly, simply blow them into the street. Now the leaves are someone else’s problem — the city’s, it would appear. The taxpayers ultimately pay for the cleanup.

I would like to know what enforcement measures are being used against this type of illegal leaf disposal. Do the police issue citations, or are the offenders in some way required to make restitution for their lack of responsibility?
